House Bill 43 has now taken effect in Montana as of October 1. Barry’s attorney filed an application for executive clemency with the Board of Pardons and Parole on October 8. The 18-page document focuses on Barry’s productive life during the 18 months that he lived in Billings from December 2011 through May 2013. With the new law, Montana’s Governor, Steve Bullock, can grant clemency even without the recommendation of the Board of Pardons and Parole.
